The Jedi Council was a group of twelve masters who governed the Jedi Order, being the primary governing body of the Order and they discussed and contemplated all aspects of the Order. The Council was composed of five permanent members who accepted a lifetime commitment to it, such as Yoda, Mace Windu, Plo Koon, Saesee Tiin, and Ki-Adi-Mundi.

In addition, four long-term members served until they chose to step down, and the limited-term members sat on the Council for specified terms. Led by the Master of the Order, the High Council dealt directly with the republic senate, judiciary system and Office of the Chancellor concerning matters of galactic importance in securing and maintaining peace and justice. Though nearly all the council members in history were Masters, there were few exceptions to this rule, such as Ki-Adi-Mundi, but he was made a Jedi Master shortly upon appointment, after the Naboo invasion in 32 BBY.

The Council elected its own members and could only be chaired by those who earned the rank of master, who were strong, wise and who distinguished themselves in their dedicated service to the galaxy. The High Council resided in the Jedi Temple on Coruscant, however in previous ages there were several other lower Councils that operated at the other conclaves, and training praxeums the Order operated.
